In a hot pot the colored butter, add the onion and sauté over low heat for 5 minutes or until it is transparent. Add the potatoes and stir constantly over medium-high heat for 5 to 10 minutes or until the potato is golden brown and transparent on the outside. Add cream and milk. When boiling, add hot water, salt and pepper. Cook 20 to 30 minutes or until thin slices fall apart to thicken locro. To serve, Blend half of the chochos with a little locro until they are like cream. Add to the soup. Add the remaining whole chochos and, if you wish, the cilantro.
